WRE: Land Use Planning
For a thorough assessment of the scientific, political and economic factors governing the relationship of water resources to land use, comprehensive analysis of myriad related factors is appropriate. These factors include, but are not limited to the following:
- Presently sustainable water and wastewater capacity, including both nature and existing infrastructure;
- Natural and treatment-achieved quality (including time-variability);
- Potential water and wastewater capacity, based on the natural hydrology of the area;
- Existing and potential contamination threats in the area of interest and its upgradient watershed;
- Wastewater discharge capacity, as presently constrained by plant capacities, treatment processes and the capability to improve nutrient treatment and removal to meet the 2000 Chesapeake Bay agreements mandated under the Clean Water Act; Tributary Strategies and TMDLs for specific receiving streams;
- Land treatment feasibility as an alternative to surficial discharges, including soil infiltration capacity and saturation characteristics; and
- Regulatory and permitting requirements.
