Municipal Hydrogeological and Regulatory Consulting Services

ALWI provided a wide range of groundwater supply siting, testing and evaluation services to facilitate the permitting and connection of a new high-yield production well, completed in marble of the central Maryland Piedmont, with possible karst characteristics. We guided the owner, a prominent Frederick-area developer, through well siting, driller contracting, permit applications, well construction, including complex over-drilling and development, scope negotiations of a testing protocol and aquifer yield testing.

We also provided professional consulting advice on related matters, such as the acquisition of water supply and recharge easements, and in the long-term monitoring of neighboring wells, wetlands and down stream flow for impacts caused by proposed high-capacity groundwater withdrawals.

Specific professional services provided include the following:
  • Feasibility studies, focused on quantifying annualized allocability and drought-of-record availability;


  • Well siting, using fracture trace analysis, geologic fabric analysis and geophysical VLF and terrain conductivity methods;


  • Regulatory coordination, including filing permit applications and coordinating for well site approvals;


  • Drilling program design, bid specification development; solicitation of drilling proposals, and coordination of fieldwork in drilling and testing wells (Eichelbergers Inc. was the drilling and testing contractor);


  • Recommended, designed and oversaw well reaming (i.e. overdrilling) of existing wells to increase well yield;


  • Technical and scientific control of field data collection, including quantitative and qualitative measurements of changes in yield, drawdown, potentiometric head and water quality in response to drilling and testing;


  • Aquifer testing design, execution and interpretation, including turn-key address of off-site monitoring requirements and adverse impact issues as they arose;


  • Data reduction, interpretation; safe yield assessments; computer modeling of bedrock hydrogeological systems for accurate and defensible prediction of drawdown effects; and fulfillment of local and state permitting requirements;


  • Completion of administrative permitting requirements for Water Appropriation Permits; regulatory liaison through review and public advertisement processes; and expert testimony at public informational hearings.


  • Negotiation of permit conditions favorable to the Town; ongoing liaison with regulatory agencies post-permitting.
