Water Appropriation Permitting

Town of Greensboro

ALWI was engaged to help address MDE requirements for additional groundwater supply capacity to support planned land annexation and development. The Town Engineer and MDE both initially thought a new production well would be necessary. We designed and executed preliminary computer models to help select a suitable drilling location. Since a well had not been planned at the time of annexation negotiations with the developer, the Town faced the prospect of needing to fund the effort from existing resources rather than through a properly conceived “Developer’s Rights and Responsibilities Agreement.”

In the course of planning the location of a new Greensboro well, the hydrogeologic data we reviewed indicated that present production capacities were sharply less than initial yields. We theorized that wellfield redevelopment may result in overall improvement in net, effective well capacity. We presented a testing methodology to Greensboro and negotiated for its approval with MDE.

ALWI then designed, oversaw and documented successful wellfield redevelopment efforts on a well-by well basis. Two of three wells documented such successful redevelopment that the full build-out capacity requirements easily could be supported. Investment in redeveloping the third well proved unnecessary. MDE was satisfied with the quantities available, and hydrogeologic data collected during the redevelopment efforts supported cost-effective completion of water appropriation permitting requirements.
