Hydrogeological Assessment
Town of Elkton
In 2000, ALWI completed a highly successful countywide source water assessment and wellhead protection project for the Cecil County Office of Planning and Zoning. This project was honored by Environmental Protection Agency Region III as “Source Water Assessment of the Year” and was the first Maryland-based winner of this prestigious award.
The most challenging Cecil County system subject to this contract was the Town of Elkton. Since completion of the Cecil County contract, as a hydrogeological subconsultant to the Town engineer, we have continued to serve Elkton in locating, designing, developing, testing and permitting a new high-capacity municipal production well. Specific service tasks included:
- Using published hydrogeological data and non-hydrogeological considerations (logistics, cost, access, etc.) to compare and contrast many prospective drilling locations in and around Elkton;
- Researching records of the Maryland Geological Survey, the United States Geological Survey, the county health department and the local Natural Resource Conservation Service to identify and forecast the location of particularly thick and prolific sand deposits;
- Applying GIS-based hydrogeological mapping techniques to delineate target aquifers;
- Ranking proposed drilling locations based on a customized and objective numerical matrix, wherein point values were assigned based on governing criteria such as anticipated well yield, connection cost and logistical feasibility;
- Designing drilling, testing and groundwater monitoring programs for developing a new high-capacity production well on the property which came to be selected;
- Designing and deploying a local groundwater monitoring program to assess the effects of drilling and testing, in accordance with MDE requirements; and
- Analyzing the drilling, monitoring and testing data to assess the sustainable capacity and natural quality of the water, resulting in the preparation and submittal of hydrogeological reports supporting the permit application.
The work has resulted in the installation and successful testing of a new municipal production well with an unusually high production capacity for the local hydrogeological setting.
