Source Water Assessments and Wellhead Protection

ALWI prepared source water assessments and wellhead protection plans for eight (8) groundwater-supplied municipal water systems in Cecil County, Maryland in accordance with MDE Source Water Assessment Program (SWAP) requirements. ALWI characterized the hydrogeologic framework surrounding and upgradient of each of eighteen (18) wells used for community water supply. ALWI delineated the probable capture zones contributing recharge to each of the wells. ALWI then developed management and risk mitigation strategies to protect against future adverse impacts to water quantity and quality. This project also incorporated extensive use of MS Access, Global Positioning Systems and Geographic Information Systems.
The eight (8) groundwater systems were located in several differing hydrogeologic terrains, requiring employment of a variety of methods of delineation. ALWI then developed a multi-zonal approach to the management recommendations component of the delineation, wherein the degree of recommended protection depended on the relative travel time from a hypothetical contaminant release point to the well(s).
GIS was used to portray the delineations as polygonal shape files. A combination of regulatory database reports and traditional field reconnaissance techniques then were used to map existing and potential sources of contamination. Once found in the field, ALWI used GPS to map the hazards and portrayed the results as point files in a GIS environment. ALWI then recommended a variety of system-specific and zone-specific management approaches to maintain an appropriate degree of land use control and associated protections to promote the general public health and welfare.
